Lightly sauté the cubed mutton in a pot with a spoon of margarine until it releases and reabsorbs its liquid. Add the quartered onion, stir a minute more and add a cup of hot water. Cook, adding water occasionally, until the meat softens. Add salt and pepper. Ladle the cooked meat out of the pot. Measure the remaining liquid; if less than three cups, top up with water. Add 2 tbsp margarine, and when the water boils add the rice. Once the pilaf is cooked, stir in the meat and serve garnished with peas.
